Position Overview
The Manager of Referee Services (MRS) is a fulltime, salaried position that will split time between the Competitions Department (75%) and supporting other Iowa Soccer office needs including the Membership Services and Communications/Marketing Departments (25%). The position will report to the Director of Competitions. The primary responsibility for the MRS is to support the development and growth of referees to support leagues and Cups for Iowa Soccer. This includes serving as the referee administrator for Iowa Soccer leagues, Director of Referees at Iowa Soccer events, overseeing the assigning process for all Iowa Soccer competitions, supporting the Iowa Referee Committee (IRC) on initiatives, and developing a comprehensive sportsmanship program. Frequent collaboration with other Iowa Soccer staff, IRC board members, and club-based staff and volunteers will be required.
Primary Duties
Manage Referee Services for Iowa Soccer programming
- Administer logistic support for refereeing of Iowa Soccer leagues
- Develop and coordinate network of assignors to ensure local assignments
- Assign as needed
- Review game reports
- Ensure referee payroll is submitted in timely manner
- Serve as office POC for members with referee questions
- Serve as Director of Referees for Iowa Soccer events
- Oversee assignments by utilizing selected assignor or making assignments
- Fulfill other duties as assigned by tournament director
Support the Iowa Referee Committee
- Regularly meet with appointed members of IRC to discuss needed support
- Complete primarily project-based tasks as directed by IRC appointee
- Provide regular reports to Iowa Soccer Director of Competitions and IRC appointee regarding progress and planned activities on assigned tasks
- Manage the background check process for all Iowa Referees as required by IRC Risk management
Sportsmanship Program
- Analyze current Iowa Soccer materials (Alliance 4 All, website, etc.) regarding sportsmanship
- In collaboration with other Iowa Soccer staff members, the IRC, and member clubs, develop a collaborative and statewide program to improve sportsmanship at all levels
- Implement program at Iowa Soccer events, in Iowa Soccer leagues, and at the local club level
Support other Iowa Soccer departments to balance heavy workloads
- Assume some general office functions
- Provide support for specific repeating needs (i.e. billing, background check review, etc.) or project-based tasks as directed by department directors and approved by Director of Competitions
Additional
- Develop and manage budgets, handle receivables
- Evaluate Iowa Soccer Bylaws, Rules and Policies, and all competition rules and policies on regular basis and develop/recommend changes or updates as needed
- Liaison to accounting for billing and receivables
Minimum Qualifications
- Proven, positive leadership and management skills, including ability to attract, develop, motivate and retain staff and volunteers alike
- Track record of successfully implementing organization’s vision
- Proficient in Microsoft Office Suite: Outlook, Word, Excel and PowerPoint
- Tech savvy and able to quickly learn and use new software
- Detail-oriented, with ability to manage multiple priorities at once
- Positive interpersonal and communication skills
- Familiarity with social media platforms
Preferred Qualifications
- Background in soccer and/or sports management/administration
- Certified soccer referee, ideally with experience at higher level events
- Experience mentoring and coaching referees
