The TOPSoccer program was created to provide a caring environment in which to train and coach young people who are physically or mentally challenged, creating an opportunity for any boy or girl under age 19, regardless of his or her needs, to become a valued member of the US Youth Soccer family. It is designed not as a competitor to existing sports programs for programs such as Special Olympics, but is designed to work hand-in-hand with those programs and to reach many young athletes who are not served by those programs.

To facilitate the development of TOPSoccer in Arkansas, the Arkansas State Soccer Association will waive the ASSA registration fee for all TOPSoccer players. This will allow associations to offer this program at a reduced fee (or free) to its TOPSoccer players. ASSA will also provide coaching clinics, some equipment, and TOPSoccer camps. TOPSoccer is an important part of our commitment to help provide an opportunity for ALL children to have a meaningful soccer experience.
