2010/11 Board of Directors’ Approved Motions
Wes made a motion to change the tryout dates for the U-13 age group to coincide with tryouts for the
U-14 to U-18 age groups (after the completion of the Region III tournament).
Preston made a motion to allow 22 players on the roster of U-16 and above teams at the AR President’s
Cup to be in line with the Region III President’s Cup.
There was discussion on the hosting fee for the AR Presidents Cup since the tournament will be split
between two dates. Phil made the motion that the fee for the fall tournament (U-15 and above) is
$250.00 and the fee for the spring tournament (U-11 to U-14) is $750.00.
Preston made a motion that if a player is registered with any USSF affiliate as a competitive player, that
player will be ineligible for play in any ASSA recreational cup for U-10 and below. In addition any team
registered as competitive will be ineligible for play in any recreational cup for U-10 and below.
Competitive shall be defined as anything other than recreational as defined in the ASSA rules and
Phil made the motion to charge $25.50 for every adult registration per association that they are
registered with. Rod seconded the motion, which unanimously passed.
Scott made the motion that any adult not assigned to a team that registers with GotSoccer will be
registered at level 1. Bruce seconded the motion, which unanimously passed.
Missy made the motion to (simplify the permitting fee structure for tournaments by charging 50% of the
highest fee charged for a team entry in a restricted tournament and 100% of the highest fee charged for
a team entry in an unrestricted tournament and to require that host permits must be submitted at least
60 days prior to the tournament. Rod seconded the motion, which passed.
The board decided that U-11 and above Level 2 teams will not be granted permission to attend an out of
state classic tournament. U-10, Level 2, Academy teams will be permitted to attend out of state classic
tournaments. (This was revised at the AGM to read: U-11 and above Level 2 teams will only be
granted permission to attend one out of state classic tournament per season.) The provision for the
academy teams remained the same.
Missy made a motion clarifying team classifications to read:
Classic Level III may participate fully in in-state and out of state USSF and USYS sanctioned events. Rec.
Level II Academy U-10 may participate in in-state and out of state USSF/USYF sanctioned Academy
events. Rec. Level II Academy U-9 and under teams may participate in instate Academy events and out
of state tournaments with the permission of the state DOC. Rec. Level II teams may participate fully in
in-state events only. Rec. Level I and Rec. Level I Academy teams may participate in house and in district
leagues and jamborees (ASSA sanctioned events). `Preston seconded the motion, which unanimously

Preston made the motion to adopt the following revisions to the minimum coaching license
“D” for State Championships, “E” for Presidents Cup, and “F” for U-11 to U-19 Competitive Kohl’s Cup
effective November 1, 2011.
“E” before any coach can be added to a Classic (L3) roster, effective August 1, 2012.
“F” before any coach can be added to a Rec. (L2) roster, effective August 1, 2013.
Scott seconded the motion, which unanimously passed.
Samir made a motion to expand the state league to include the U-11 to U-13 classic age groups using
district leagues when available and appropriate. Wes seconded the motion, which unanimously passed.
Preston made a motion that in order to participate in the Arkansas State Championships and the
Arkansas Presidents Cup a team must participate in a minimum 4-team ASSA approved league, state
league, or regional league. Samir seconded the motion, which unanimously passed.
There was discussion of the coaching fees associated with the different levels of team registration.
Preston made a motion that all coaches, asst. coaches, and managers will be charged a fee of $10.50
irrespective of the level of team they are assigned beginning with the 2011/12 seasonal year. Samir
seconded the motion. There was a roll call vote. The motion carried.
