State Cup Rule 8.8.4, Charlie opened discussion regarding proposed change to State Cup Rule 8.8.4. Board discussion followed. Charlie Toler, motioned proposed change to rule to read as follows, “No team may enter a level 2 or level 3 state cup if more than 25 percent of its rostered players reside out-of-state. Any player that resides in another state and wishes to play on a team registered with ASSA must complete the interstate release form prior to the fall registration deadline (Sept. 30) in order to be eligible for participation in an ASSA State Cup. Phil Duerr seconded motion. The motion passed unanimously.
Referee registration fee- Will Maffit proposed to the board that we charge each registered referee over 18 years of age $5 per year. The fee will cover the cost of background checks and the use of GotSoccer. Board discussion followed. Scott Hendren motioned to add a state registration fee of $5 per year for each referee over 18 years of age for background checks and the use of GotSoccer, Samir Haj seconded the motion. The motion passed unanimously. Phil Duerr motioned to charge referees under the age of 18 years of age $1 per year to be registered in GotSoccer, Kelly Putnam seconded the motion. Motion failed. Samir Haj motioned for ASSA to forgo the administrative fee of $1 per referee one time for the addition of all referees under the age of 18 years of age be added to the GotSoccer database, and all referees under 18 years of age will be immediately added to the GotSoccer database. The under 18 year old referees will pay the $1 administrative fee annually beginning with the 2013 referee registration. Scott Hendren seconded the motion. The motion passed unanimously.
Player passes for adult leagues: Phil made a motion that adult players/teams must have state approved rosters by their second game and every game thereafter or the referee will not officiate the game. Each adult association will have the option to require player cards for their leagues. ASSA reserves the right to require that an association, who has had player issues, to have player cards laminated with a photo. Samir seconded. Discussion followed. The motion passed.
Samir made a motion to allow teams to tryout after the highest level of state cup competition for that age group but no sooner than May 15, and to submit registration for the upcoming year starting July 5 of the seasonal year, effective May 2012. Scott second the motion, which passed unanimously.
Charlie motioned that up to 22 rostered players on a U14 and above team are eligible to play in any state league game. Samir seconded the motion which passed.
Samir made a motion that no more than three players on an individual recreational team can be secondarily registered on a classic team. Phil seconded the motion, which passed unanimously.
Scott made the motion that ASSA will provide new adult associations a rebate of $5 per player registered in the first year. The rebate is issued in the second year of membership. To qualify, the adult association must register at least the same number of players in the second year as in the first year. The rebate is based on the number of registered players in the first year. Charlie seconded, which passed unanimously.
Susan made the motion to change Bylaw 4, section 4: “REFEREE COMMISSIONER (elected in even number years) The State Referee Commissioner shall be a non-voting officer elected by registered referees.” to “REFEREE COMMISSIONER (elected in even number years). Samir seconded the motion, which passed unanimously.
Susan made the motion that teams must complete their scheduled state league games prior to the AR President’s Cup in order to be eligible to advance to the Regional President’s Cup. A team’s performance bond will be cashed if scheduled state league games are not completed prior to the AR President’s Cup. Sabrina seconded the motion, which passed unanimously.
Phil Duerr motioned to accept the bylaws for WAUSL on a provisional basis, to include addressing questions raised by the bylaw committee as headed by Scott Hendren. Bill Nelson seconded the motion, the motion passed unanimously.
Bill Nelson motioned to accept the Referee Manual and Update, Dennis Wormington seconded the motion. The Referee Manual and Update were accepted unanimously.
Phil Duerr moved to accept the following motion regarding the bond issue, Scott Hendren seconded the motion. The motion passed unanimously.
“All President’s Cup teams advancing to the Region III President’s Cup are required to provide ASSA with $1000.00 bond which will only be cashed in the event of a violation of team requirements and/or code of conduct as set forth by ASSA.”
State Cup Proposal:
Discussion involved the dates, membership input, and the possibility of hosting a showcase in the spring. Susan Roehrenbeck made the motion to accept the proposal with a change in the primary date to November 17 – 18. Amanda seconded the motion, which passed unanimously. State Cup proposal
State Cup pool rosters- Gayle Smith opened discussion regarding the effect of pool rosters on the state championship games this year. Board discussion ensued regarding players participating in both the Arkansas State Championships and President’s Cup for this year, prior to implementation of the rule disallowing players to participate in both the Arkansas State Championships and the President’s Cup. Motion by Amanda Quillin,
“For the purposes of state cups- a team is comprised of 51% unique players.” The motion was seconded by Trey Bailey. The motion passed unanimously
Open Training Sessions:
Susan Roehrenbeck suggested that the rules governing the inviting of players to an open training session to be consistent with other guest/secondary player rules and that the players must have permission from their primary coach to attend.
Having any organized club/team event (whether coordinated by a coach, club administrator, or parent) in which players registered with another association are allowed to participate is considered similar to holding a tryout and is considered illegal recruiting, if held outside of the permitted time period for tryouts. The exception to the rule is players who have received written permission (guest player or secondary player form) from his/her coach to attend.
Scott Hendren made the motion to approve the request for membership of the Warren Soccer Club on a provisional basis until the suggested changes to the bylaws are received. Phil Duerr seconded the motion, which passed unanimously.
Trey Bailey made the motion to approve the request for membership of the East Arkansas Soccer Club on a provisional basis until the suggested changes to the bylaws are received. Phil Duerr seconded the motion, which passed unanimously.
